Slave Labour (The Best)
I've used this to great effect in many of my games . In the early part of the game , choose a target civ , and completely wipe them off the map .Do not capture any but their wonder cities . Try to use as little bombardment as possible . Any city which is not a wonder city is to be razed . If you can , do this in less than three turns , using knights and/or cavalry . This is to be done if the civ has core cities of size 9 & above . If done right , this will yield at least 20 workers . I've found that slave labour is the most effective & cheapest labour in Civ3 , & mindless , ruthless genocide the most productive .

P.S. I abhor genocide in real life .

Yes, it is a good way to load the boats with foreign workers! Sometimes I'll give piles of them away as gifts, the AI really likes that.

in one game I had 12 workers that i made and 134 that i captured. Fairly useful, if slow.
