HAD REFINING since 1780 but never found any oil till 2050 end of game neither on my continent nor on any other where I captured or built cities.
WHY ?

Have you tried clearing the map? You can see the terrain without any cities/improvements etc. Sometimes a resource will appear right on the city square, so you might not see it. I'm not sure of the keyboard shortcut, you'll have to look it up.
