I've attached a map showing our current situation.

With the knowledge of the terrain we've currently obtained, I've set 2 new city locations for our soon to be completed settlers. And it seems to be relatively understood that after some minor road work these settlers will be off to found these two new cities.

West of Apolyton seems to be our most promising settlement site. It has both grassland sheild squares and a whale in easy access. I have highlighted two options I see as optimal for this area. Yellow zone makes for complete use of our terrain, but slightly overlaps into the areas of our current cities. Blue zone avoids these issues however consumes one of our grassland sheild squares, but makes better use of the surrounding ocean squares.

The green zone is a suggestion for a 4th city location, however exploration in the region is not complete enough to determine an exact city location. However the grassland / plains mix and the appearance of fish near by suggests that a city in this rough area would be a good idea.

I advise we settle the grassland tile without a shield just northwest of the blue zone. That way we might get another resource from the south and west, as well as scrape an extra shield of a tile that would generally yield none.

and after those 2 new cities send 2 settlers to the islands(when we have boats),One to each of them,accompanied by a military unit to defend and take a look around.

I agree with the reasoning, but think that would reduce the effectiveness of a fifth city on what appears to be our west coast. We will need a ship to look for more offshore fish and whales before knowing for certain, tho...

A bit of geography from the crystal ball:
He does not appear on the screen shot, but our warrior walked onto the pheasant. To end the next turn, he walked eastward. The next tiles in the black are more ocean. We will eventually want a city there to utilize the east coast, but I suggest we wait to see if there are fish or whales two tiles out to sea before choosing a spot.
