Feast and/or Famine
The irrigated fields should yield different amounts of crops each year,
some years there should be famine; how exactly should this system work
for the people working the fields (farmers)?
(Per Turn)
Irrigated Fields---- 05% chance of a +50% yield (+3 bushels)
---- 20% chance of a +25% yield (+1.5 bushels)
---- 50% chance of a +0% yield (+1.5 bushels)
---- 20% chance of a -25% yield (-1.5 bushels)
---- 05% chance of a -50% yield (-3 bushels)

I like this idea, maybe you could use the pop in the city to do the work, the more pop you assign, the better youll do in that field.

Well, I think this should tie into the whole concept of the plain rock tile with various features that makes it what it is. In other words, having rock, with warm climate, and lots of rain, and much vegetation, rather than having a jungle. These features could fluctuate from turn to turn thus effecting the amount irrigation yields.
