Option "Show pop window for unti completion" doesn't work

I hope someone can help me out with this, it's really annoying.
Ever sice installing the 1.17f patch (the good one), this option won't work. It just does the old box above the city without pausing. I tried unchecking and checking it again, to no avail.

It works, but since the patch for some reason it won't work together with "Always build previous unit". If you uncheck the latter, the window pops up.
