Upgrading Units
Does anyone know why you can't upgrade units at every connected city? I have units in cities that are connected with roads and harbors that the advisor says cannot be upgraded. I have the necessary resources, and can upgrade the units in certain cities. Does any else know why I can't upgrade all of my units that are stationed in connected cities? Has anyone else experienced this problem?

You need a barracks in the city to upgrade them...
