bribing democratic cities
It's sometimes a problem: You've got the money, but your enemy is democratic ... There are some ways to change his government: Take some spies and destroy temples and cathedrals for two or three turns.
Take a settler/engineer and one or two crusaders/dragoons and build a city in his homeland, just between his cities.
