which units cant take cities...?
...except the obvious ones like planes and boats.

The reason I ask (I am new to civ3 but a long-time civ2 player) is because I was trying to attack a city with my catapault and it said that this type of unit cannot take over a city, but the city was not empty. If the city was not empty why wouldnt it attack?

Catapaults, as well as other artillery units (cannon, artillery, rocket launchers) are "bombard" units. That means that they can attack, without any danger of being damaged, but they only get one shot. The same thing goes for aircraft.

Workers can be added to cities by moving the worker into the city, and clicking the "add-to-city" button on the bottom of the screen.

Hope thie helps.

Or you can just get it into the city you want to add to, then press the "B" key.
