With the possibility of the masses voting to relocate Dortmund, production should be changed to a legion or settler. Otherwise, if the vote says yes, we will have lost shields to the warrior...

"From a Legion to a Settler" I'm sure you meant. And we need to get that Trireme rehomed so that we don't lose it!
And a similar requirement exists for Brandenburg. We must change the Warrior to a Settler *AT ONCE* (in 580) as it is about to be built, and that would delay our relocation there by many turns.
I am including these things in my Report to the President.

That was a good reason, and I salute you for it. But we will need to change, I think, in a few turns. A temporary move to nearby cities, that's all. We can re-establish the Trireme as soon as the city is relocated.
