Of course.
The finns were never vikings. While the danes and jutes conqured Britain and the Swedes founded Russia, the finns kept mostly to themselves divided in Germanic style tribes.

Vikings might be nice though, but just not so historic.

Would be too powerful, mapmaking is too far down the tech tree. English already have the best techs for a naval civ (pottery and mapmaking).

The first Russian 'nation' was founded by exploring Vikings, based around Kiev I think.

But then the Russians got conqueored by the Mongols and stuff got weird. So I'd say they are plenty removed from the Norse.

(That's sad, I play Civ and can't spell "conqueored" correctly, at least it doesn't look like I can)

That may be true, but the Japanese originaly came from Korea or China, & they seem to be different civs.
