Oceanic Improvement?
I would really like to see some form of oceanic worker, so that we can have sea colonies (oil rigs etc, mayby cities), sea pollution could be enabled, and things like nets fisheries etc could be produced.

i like the idea , but more workers???

but yes, i also feel sea tiles are somewhat too passive.

When it comes to oil rigs, wouldn't it be enough with a city improvement like the one we had in Civ2?

And I think we have enough workers as it is.

Maybe you could make it so that regular workers are capable of doing this. To get them to the coast/sea square you want them to work on, you'd then load them onto a transport, and send it to that square. Wake the worker and start the ocean terrain enhancement.

Well how much resources are undersea. It would be a good source of resources, without trade war etc.

I like the idea of having more active sea tiles, but I'd say more castal improvements : modern fisheries, import/export platform (to add a commerce per sea tile or something).
As for sea cities : I didn't like the futuristic eras in CTP, so I won't agree with anything futuristic
