Naw, I was just referring to movement restrictions on wheeled units (or ships trying to sail across land ) when moving into jungle/mountains/etc. I should have phrased that better to pertain to your question more.

Yes, Nukes can't destroy the city.

So either use Marines, or Nuke it and take it with Marines then. You better get Lethal Bombardment on.

I think it's because of differences in playing style and setting preferences. The player who has strange problems with culture plays his game differently from the player who has strange problems with the AI starting wars for no reason near endgame. In this case I normally chose lots of land, not lots of islands, and I don't go to war to wipe someone from the map, so this isn't a problem I run into.
