Two Suggestions
I have two ideas for Civ III that I was thinking about all day and just had to share...they're completely unrelated, here goes...
(1 Army Corps of Engineers...you could use military units as workers (the new unit for improving tiles), or even to work towards a city's production on a tile. They would probably be in less ready for action, though.

(2 You should be able to "mass upgrade" your units. Sort of like Leondardo's Workshop, but at a price. (if you don't have the wonder) You should be able to just pay a fee per each unit upgraded to avoid tedious individual replacement. However, upgrading might take several turns to complete.

Please respond and tell me what you think, too bad it's too late to submit to the List!

Mass upgrading is definitely a good idea. SMAC had it, and hopefully Civ3 will as well.
