Allow Limited Peacekeeping
The UN could also allow you to negotiate peace treaties with anyone you have mpp with. Of course this would have to be limited in some way. Perhaps peace would cost outrageous sums of money just like espionage before 10 turns of war are over, after that however the price could scale down.

Allowing this would make it easier to keep mpp's in a democracy instead of havening to cancel them if a war draws on for a long time. As you wouldn't be brought right back into a war after making peace with the enemy, because your ally wants to keep fighting.

yeah i agree that we need third party peace treaties. wouldn't restricting it to civs ur've got a mmp with lesson it a bit though. i mean u could threaten enemy civs (ones that u haven't got mmp's with) to declare peace with a third party.

i would love it if they turned the UN into the same (or almost the same) as that council in SMAC. that was cool

But the SMAC planetary council came into play as soon as someone found the comlink frequencies for the rest of the factions, or built the Empath Guild, both of which came quite early in the game. The UN comes in at around the start of the modern era. The game is pretty much nearly over by then.
