diplomacy glitch?
Playing as China, I had just gone within France's borders. Joan of Arc was prompted with the usual question...and I asked for rite of passage. She declined. 3 turns later, I declared war on France. I then asked Bismark for a rite of passage agreement, and he said I had previously breached the same agreement with France(which I never had). HUH? Is this just a glitch in the AI? (I do have the newest patch...

If your units are in someone's territory when you declare war on them, the AI regards it as a ROP agreement breach. I agree with this, btw, though the dialogue for it should be different, to avoid this confusion.
