Maybe, rather than skipping them, we should give the standard name to the city, with the name of the involved player behind. Say : Memphis (MrWhereIsAt).
What do you think ?

I thought that 'active members' meant that the cities get named AFTER active members, not BY them. I'd rather a city named Switch then a city named by me.

BTW, we also need whichever city with the Great Library to be named by the Thinkers Guild.

I guess I wasn't clear. I just wanted to say : if the active player can't give a name for whatever reason in a short while, we shouldn't skip his turn immediately. There are more than 100 people here, and waiting for the next turn will be extremely frustrating.
So, my suggestion was : rather than skipping the turn of an active player, whe should name the city "Memphis (MrWhereIsAt) until MrWIA comes and renames the city to his liking.
Of course, definitive names shouldn't be like so. The kind of name I suggested is extremely lame, but it helps remembering who must name the city.

How about if the supposedly "active" member still isn't there by the next time to name a city, we forfeit their right to name a city and give "their' city to someone else.

So when it's your turn, name your city after yourself. I think a lot of people would do something like this. Only thing, I recommend not using the identical name, just to avoid confusion. But something like Switch City or Switchton or Switchstadt would be cool.

On the skipping thing, given the size of the map, if someone is skipped, their turn would come up again later. I just don't like the idea of putting someone's name on a city if they are not participating.

To be honest, I have no clue how to name cities right now. No matter what I do, people will whine. If I go in the order people joined, then people will whine "we voted NOT for that, and besides, I'm #19487234 which is unfair!" How was it done in the Civ 2 game?

There will always be whiners.

People generally seem to favor letting the members take turns.

If I were dictator, I'd name the first city Apolytonia or something similar, then the Pres would have a go, then the VP, etc. After that, I think joining order is fair (even though I'm don't have a very low number), but a random process would be ok, too. I'd also support allowing new cabinet members to jump to the top of the list when there's some turnover.
