They are not gameplay mods. They are graphics changes independent of any .bic or .sav file.

Panag, I don't care if his screenshots are pink. The graphics mods just alter the graphics of his game on his computer, when he sends it to the next president thier screenshots might be blue, but my point is it does nothing to interfere with actually gameplay. and if you're confused as to what something on the maps is just ask.

you are missing the point , the point is some people wanted to do this , but they never got the change , when they propposed about it , they got a big ; NO MODS , ...

so , its a bit unfair then to those people , ...that is all

panag - there's a difference between MODs and graphics.

MOD = thing which affects gameplay.

Even in the files section there's a clear difference between mods and graphics.

Well, if you really want to get technical, a MOD is just another word (well, abbreviation) for modification, and a modification is something which alters any game content. Change the name of a Warrior to Axeman, and you've got a mod. Snoopy's graphics are graphical modifications. Technically, it shouldn't be allowed.
Personally, though, I don't care as long as you don't get so distracted by the nice graphics that science suffers. Bronze Working is pretty important in this day and age.

Panag! It has no effect on gameplay! That's all that people mean when they voted for no modifications. What do you want me to do? Reinstall Civ 3 so that I have the original graphics back? It doesn't even matter!

and this is not about gameplay , the big deal is , that some citizen's where put in a corner , and told No , only to see a bit later a big Yes , ....

The decision was no rules mods. Graphics mods were not voted on. Trip is free to have whatever graphics he wishes for the game.

Anyway, Panag, if the vote goes for allowing the save to be distributed to all, you can load it up on your comp and see the graphics unchanged by that Evil Sn00py mod that so destroys the game for you.. What you are protesting about is like protesting about the screen resolution - it affects only the computer upon which it is played.

I vote in favour of destroying all jungle on the planet, be it 'pure' jungle or 'snOOpyfied' It should fuel the fires of our (ahem) great civilization... I suggest all arguments and insults and threats of banishment, should be restricted to actual gameplay ;-)
