SirRalph, Yes, that was what is proposed in the worker post for the plan. Develop the tiles on the plains, clear and develop 2 tiles for BanHQ. Then build the highway. Whether it goes towards the French or the Americans matters not.
Theseus. The plan is all on the first page of the Case Pink Thread. I put forth the initial plan. There was a short discussion where Sir Ralph brought up some good points. It has not 'officially' been modified since then. It has not 'officially been adopted either. Except there is a consensus that it is a good plan and many of the ministers have signed on. Although as far as I know, Trip has been silent on it.

Should our workers be combining forces to work on the same project simultaneously (so we get the benefits of improvements sooner)? I guess we'd lose a little time moving one worker over to the other sphere, but then the team would be formed, and we'd speed up the process. And focus it, too, on the cities/road projects where it would do the most good.
(Does the math work out, compensating for movement costs and everything?)

You know that twitchy feeling you get, when you're playing a game in the first few years of a civ, and you've formed your plan for expansion/initial round of warfare, and it's gonna take dozens of more turns to prepare ... and every time your gamescreen says "Please wait" you can just feel the computer civs buzzing and bustling and racing out to new sites?
It's crawling all over me now, looking over the maps on Trip's site.
