Mostly because i race t republic, so I can rush with gold instead of the lives of my citizens. Perhaps we should do the same, but until then, only if a city is in eminent danger of fallng to an enemy, would i condone it for the defense of the city. MAybe a few other circumstances too, if i think about it.
