Ministry of Trade/Science
Here are the reasons why we might want to do this:

1. We have apparently very few active players, and in order to fill some posts it might be necessary.

2. Trade and science overlap to some degree; trade and science both use caravans/freight to gain money and beakers, and as such, share a common goal.

We might not want to combine them if it seems that it would be too big of a job for the minister involved. It's up to the voting public.
