Government Types & Civilizations
Do each of the civilization prefer to be under a specific governetment? (Example - Russia - Communism) If so does anyone have a list they can provide?

Each civ has a "favorite" and a "shunned" government. Look in the editor under the civilizations tab.

This definitely affects their relations with civs that have those governments, but they don't try very hard to be in their favorite government themselves. Russia will always try to be in Democracy during peacetime, for example.

Each nation does havea 'Preferred' as well as a 'Shunned' government. It has been my experience, however, that these have little effect on what government they choose. Once the tech has been researched, the AI almost always picks a Republic/Democracy in peace and a Monarchy/Communist in war. While this is 'smart' of the AI (we humans do it after all), it leads to each AI Civ becomming a little less unique.

You mean that they do not use the 'Preferred' goverment type

but OTOH civs like zulus with favored gov = despotism would never stand a chance of getting powerful past the ancient ages.

It's not a useless feature. It affects diplomatic relations, and hence gives each AI a different "personality".

Think of it as the classic parent admonishment "Do as I say not as I do." They'll favor you if you use their favored government, but won't actually practice what they preach.

Which is something that I do miss from SMAC (as though that hasn't been said a million times before). Each faction had a specific set of ideals and both followed them and cooperated with others who did so.

Not totally useless. Japanese are the only civ I have found so far to prefer Monarchy over Communism during wartime. Even when their empire is particularly large. Quite suicidal if you ask me....

I've seen it happen a couple of times as well. Heck, I've rarely seen the AI switch to Communism at all, opting for Monarchy or attempting to duke it out in Republic during wartime. Perhaps the AI calculates the corruption numbers between the Monarchy's high vs Communism's communialand compares the raw numbers.
