Sounds like Civ 1.17f patch. If you load the latest patch, those insulted feelings for asking for more than 1 gold go away.

When I first time started building the palace, I was freaked out because of this.

Is this a safe place to build my palace, or should I move?

how about more freedom when making a palaces? or... spending money from the treasury on it!! i'm just annoyed cuz the palaces always end up looking the same, unless you mix all of the cultures together, which seems like a good idea until you try it, just making yourself looking like an idiot and wondering how any of your citizens could respect you

Does anyone know if it's possible to make your own palace graphics?

I'll have a small white cottage with some slowers and a picket fence.

Certainly, by editing the graphics files under the Art\PalaceView directory.

Here's one i finished the other day.

In the end it was a space victory, as i took a bit of time converting the entire eastern continent back
into it's natural state - except for the 3 cities (for the 3 luxs i didn't have), the Russian city, and a single railway running
thru the entire continent (the tourists luv it )

look how i kept Russia in check while doing this...

Screen capture software
I use SnagIt by Techsmith.com. You can get a free demo download with limited functions that does not expire. The beauty of it is that you can capture any region on your screen and not have to cut/edit it later. You can also save it as a jpg, bmp, gif, etc. Really cool - check it out.

The first was regent, the second monarch level. Both were comparison games at CivFanatics (GOTM#10 and #18 respectively; the difficulty level of the Game of the Month varies from regent to deity).
I've had deity OCC victories but so far not THAT many cities again!

Impressive.
Are you a warmonger or a builder? Looking at the second game I would say warmonger.
