ÍF the resource is gonna stay there for a while and isn't going to be exhausted soon, yes, THEN it cán be a great advantage throughout the game. Getting Settlers there soon is going mostly as soon as it goes under Industrious, for instance. So that is such a big advantage of Expansionist, maybe it isn't really one.

luxuries never leave, and

luxuries are usually spaced far apart,

they also are one of the primary target of AI settlers

a scout is nice, you may even find a second luxury, with a scout, before your first settler is built.

That's true, but StrategicResources can really get exhausted. And said again, getting your Setllers there "in time" (that means: before the AI does) could become a (very) difficult part of you're playing. And if you don't succeed some people can get frustrated, so maybe is Expansionist pretty irritating for some people. But this last is unimportant, it's all about getting your Settler there "in time" and could become difficult.
