Sabotage? Do tell!!

I was reading throught he manual last night trying to figure out how to plant a spy and do various things like sabotage, Propaganda mission, etc... I all ready know how to steal technology and investagate a city but I want to do those other missions. This game that i'm playing right now, i've researched up to future tech 2 so I don't know what i'm suppose to do now. If anybody knows how to do this please tell me.

You should research Espionage (Industrail Age)
and then build an Intellegence Agency (Small Wonder)

After you do this, click on the new icon near the city with the Agency.
