Is there a bug with the governor?
I have this city in STARVATION because the governor maximises the production output when I simply selected a governor for FOOD and MOOD management.

When I choose to adjust things manually, there is plenty of food for everyone... so why does the STUPID gov want to put my workers on a forest when there are grasslands with irrigation free!

Just never use them, ANY of them. Theyre cr*p

There ok for playing lower levels, but that's it.

Same goes for workers btw

I just dont feel like managing hapiness like in previous civ games. That took way too mcuh time, with every city in disorder ... yuk

So why cant the gov work? It did work properly in previous patches i believe...

Governors are flaky, always have been. Sometimes max Prod and manage Happiness results in max food. Not always though. I use Governors all the time to speed up the game. Micromanagement takes too much time for the benefit, except in the early game.

I always manage everything except city happiness and I find the govenor does a good job of this one task.However if you want to build a wonder in a particular city you need to place citizens yourself to maximise production.

Are you sure your city isn't starving because the governor put a lot of citizens as entertainers?

Yes I am sure.

Its missing 1 food per turn.

It has some guy mining a mountain when there are grasslands free.

I am getting that in my present game as well. I can't recall seeing it before. I also can't get to the F9 Palace screen. The only change I made to the game was a graphics mod. Everything else is the same as before.

If you are going to use the "Gov" use all the choices or you will have an unbalanced civ. If you tell the "Gov" to manage this but not manage that, "it" will assume that you care nothing about that and your game will reflect that.

I am not using the governor. What happened is that a that is city went into civil disorder from getting too big. Then I clicked in the city tile in the City Screen. Normally that moves citizens around to retain growth if possible and is a quick way to rearange your citizens. Usually I will go in and fiddle a bit so the city has no growth at all and to maximize shield production so the city can finish a happiness improvement as soon as possible. Only this time along with one citizen becomeing an entertainer too many were shifted to forests resulting in starvatation. Which I didn't notice because that shouldn't have happened so I didn't look for it. It was kinda annoying to have a citizen lost to starvation that way.
