I checked the faq for the list of punishments, but alas there are no guaranteed 100% PCR punishments. Even starting a "Lets get to 500 with SPAM" thread will nett the starter with only a guaranteed 10% PCR.
You might even end up ahead by spamming in another forum looking for a PCR! 
OT doesn't count for anything.
