starving --> bad reputation?
if you raze a city your reputation sinks
if you abandon a city with more than 50% foreigners your reputation sinks
but what if you starve the city down to size 1 or 2 and abandon it by building a settler? does that affect the reputation too?

You cannot abandon a city by building a settler, it will not be built untill you have enough population to leave at least 1 pop in the city.

yes, you can abandon a city by building a settler... but it's quite complicated:

size must be 2, and food bust be just plenty to feed those two, no more and no less. the computer will ask you to choose between "delay settler production", "abandon city", and something else.

i'm not sure if the same works for workers...

same goes for workers (well, city needs to be size 1 offcourse)

good question about the starving though. I tend to use this tactic all the time, but I guess (call it a gutt feeling) that it doesn't 'hit' your rep.

i also starve down foreign cities if they're too large.

and if they are miserably placed (e.g. one tile further would give it less desert and more "useful" land or maybe it would allow the iron works)
