Raging Spies
In my last game, the Spanish were Democrats, I was Fundy, so they bribed my cities. I got the SoL and switched to Communism. About 30 turns I built nothing else than spies.
The Spanish had about 20 big cities up to size 25 before.
After my "Spanish Raid" the had 20 size-1 cities.
They switched to Fundy - I switched to Demo - my cities built caravans and freights - I bought a whole empire for a little money. It lasted only some turns to bring them up to their former size, cause I let them celebrate - a really BIG party.

No, it doesnt.
If you capture a city, a lot of city improvements get lost, but not if you bribe it.
Those size 1 city were very cheap - but they had already temples, aqueducts, sewer system, market places and so on.
With Mike's and Bach's and CfC and a lux rate of 40 % it takes only a few turns to bring them up to their former size.
And the spy war is more "human".
It's the "Microsoft Strategy":

The Microsoft Strategy" would be to make an inferior city with the same name, THEN buy the city, delete all the Science infrastructure (no researching bug fixes), then run massive food caravan routes to suck the life out of it while making the home empire fat. Then give it a few name upgrades (Zimbabwe v3.2) and jack the price up...
