Is there a way to make these units available in the regular game without playing the WWII scenario?

Well, by making a scenario where units tied to the unit art you could do that, yes.

You couldn't do it in a basic random map, however.

The Germans have the Me 262 but not the 109??

And why do the Americans have the Wildcat, which was made obsolete very early in the war? Why not the Hellcat, its very successful successor?
