preffered gov'ts
does nayone know a site that has all the civs preffered and unpreffered gov'ts/ The ptw manual has the new civs preffered and unpreffered gov'ts but the old manual doesn't seem to have them.
how much does being in their preffered govt affect them?

Preferred / Hated Governments
You can open up the editor and check the civs there, through the Edit Rules section. In there you can find all the stats on each civ (and change them, should you so desire!).

As to the exact results of what each preference does, I am not sure of that...

I think it does exactly what it says. Civs strive for the preffered govs, don't bother with the shunned unless required. I have never seen a Russian democracy for example.

and some choices are highly suspect. Arabs preferring republic? NAME ME ONE! And the Russians preferring communism? Hello, this is 2002, the cold war's been over for over a decade now.

Everything depends on what time period you choose to look at. Russia has had three major stages: monarchy, communist, and now democracy. Democracy is, so far, the least-used of governments. It has only been Democratic for a decade, whereas Communism was in place for nearly 70 years, and monarchy has been in place for much longer.

Arab states were once far ahead of Europe in nearly every field you could look at: from politics to technology. While a sense of monarchy has always been around, many European nations continue to have royalty -- a surviving relic of the eras of monarchy; but modern royal families hold little power. Many democracies and republics of our world could also possibly fall under the category of monarchy -- it is all quite interrelated.

As but one example of an Arab state, however: Egypt is still mostly a republic, although recently many Arab states have faced a tightening grip from the elite class as oil demands rise rapidly -- giving more power to the upper class and fueling the desire to not want to relinquish such power to the people.

Perhaps it should also be noted that modern Egypt is itself an Arab state, but there is clearly a difference between modern Egypt and ancient Egypt -- of which the latter is what is represented in the game (as players are hopefully already aware). This example demonstrates that Civilization is not intended to represent modern civilizations, as the majority of the offered civs are no longer what they once were.

hehe I can remember back when I first started playing CivI for the longest time I never ever switched from Despotism, being unaware that Govt's had different effect on my Civ! i had no manual , my friend had made me a copy of Civ on 3.5" floppy

Communism is responsible for more deaths in the world than Fascism. 1930's Soviet Union- Millions of Kulak's died at the hands of Stalin, simply for the crime of owning land. He was very fond of his purges against the military, academics etc....the list goes on.
I feel rubbed up the wrong way sometimes when using Communism as my form of government....I find Democracy alot more agreeable!

maybe you should check the "double your pleasure" mod from Kal-El at http://civ3.bernskov.com/
It adds more tecs and units, plus new govts like chiefdom, constitutional monarchy, totalitarian monarchy, fascism, social democracy and federal republic.
it's pretty cool

Socialism does have its good points. Maybe the government ought to have control over the survival essentials, like health care and stuff. And possibly education - no, wait, maybe that ought to be left private.

According to the boys at Firaxis the preferred government flag has very little impact on which governments the civs actually pick, i.e. it is a factor but it is weighted very lightly in the overall choice. Quoting Soren Johnson the AI programmer The favored/disliked government setting is really a minor factor... sort
of a "all other things being equal..." from an email dated Mon, 19 Aug 2002.


What I have found is that the AI looks to a few specific factors; 1) how many units can it produce with this government, 2) how bad is the corruption (which I think is really just a matter of 'how many units can I produce'), and 3) how many units can I produce.

We had a theocracy government that really sucked in most ways but you could build huge armies with it. That was basically all it was good for because if you were in it your cities would starve and your science was severely restricted, but you could build huge armies. The AI loved it. All AI civs raced to get it and once in it stayed in it even after discovering governments like Federal Republic, Social Democracy and Constitutional Monarchy all of which were better in all other ways but worse for building armies and fighting wars. So we changed that.
