PB question, feature or bug?

Hi,
I am currently playing my first game on the worst level and I had this strange thig.
(Well, never seen before)

I used (I have already won the game, I'm just having fun with the other factions) a PB, level 4, against Gaians and to my supprise I didn't get a lagon, but a hi hill 3500m. (Everything was destoyed) I wanted the water, since wewe been "Incresing the solar sade" a few times and most of the huge planet is one big continent now. (I wanted to separate the land masses with my PB and now I am disappointed)

Is this a feature/bug or what?

Are you sure you didn't use a tectonic thingy doodle instead?

Well, it was a PB as far as I know.
Well I'll have to do some research when I get home.
