Well the forest tile give us 15 EnvBase production and in addition 15 EnvCity production to a total production of 30, the grassland tile gives us 5 EnvBase production and in addition addition 15 EnvCity production to a total production of 20. So if we need production move to the forest tile and settle there, we will only get one sixth of the total possible production of the first ring and that without the city bonus.

The grassland+river has a better radius than the forest, and we'd have to waste another turn moving back to the forest. We could probabaly work out whats the most efficient eventually, like growth gained from the city on grassland+river, thus eventually more production from the city growing quicker, or getting immediate production from the forest+river, i prefer growth.
