Why are we not RUSHING?

We have 1291 Credits. Why are we not spending these? What is the use of wealth if one is not going to use it? There's no point piling it up like this. No wonder we're so short on infrastructure.

And while I'm at it.....I certainly hope *SOMEONE* is taking the 10 Mineral Carry-over limit into account when rushing....
