Quick editing question
Is there a stat that controls how often a bombardment unit (ships, bombers, artillery, etc.) successfully hits whatever you were aiming at? I'm pretty sure RoF controls how much damage it does when it hits, but I'm in the dark about the rest. Thanks.

The bombard strength determine how often it hits using the standard attack/defense formula. It gets as many attacks as the ROF per bombardment. Each successful attack does 1 hit. Buildings and people have a defense of 16.
