Well as so it goes in history enemy troops did at times simply avoid or go around forts...
What I do is place them on my colonies, or along long stretches of roads/railroads that are connecting my more distant cities, and/or along certain "choke" points or areas where the AI may need to go. Sometimes I will build a wall of forts along my borders even if the border is with a friendly civ.
I usually plant forests (if possable) where my forts are to give my fortified units even more defensive capabilities.
Don't build forts within a cities radius...by doing that you may end up losing the fort to an enemy and then they will stack tons of units in the captured fort...then they can pillage etc with ease.
