No it was part of a diliberate foreign policy statagy which we worked out with the Japanese and the South Koreans. The Koreans would continue their sunshine policy and act as the "good cop" while the U.S. would take a hardline strategy pretending to be the "bad cop". The idea was to motivate them using the carrot and the stick.
In my opinion it is a great policy and I think it should be continued. Sure, NK will scream & yell, then they will rant & rave, and then they will shut up and continue working with the sunshine policy. They'll do that because that's the only way they'll get the food and energy aid they're looking for.
