Bingmann tested it soundly, although it might have been in SMACv4.
He reported there weren't ANY differences in the repair rate with or without bays, under any possible conditions.

I see that you raise many doubts and pose many questions.
You'r doing a good investigating job.
I guess you could put up a simple scenario and perform some tests on your own, if you're not doing it already of course ;^)

Yeah, I do a lot of testing with save reloading and the scenario editor- mostly looking for things that aren't documented, or if I catch something fishy.

Most of the time I ask these questions here because I either can't figure them out on my own, or there are discrepancies between my fellow SMACers input, or I just want to make sure I got the correct result from my testing. The other issue being, sometimes the different versions of SMAC and SMAX won't reveal the same results, especially where suspected bugs are concerned.
