Yep, and I have "renowned for it's lack of prisons" with "Crime is totally unknown"  I used to have "Law and order gets virtually no funds", but that was removed to make way for issue results.

It does not say that the government devotes most of its funds to law and order "effectively'.
They may have ranked number one in the last poll about average intelligence.
