It took roughly half an hour. There were two negotiations that were cutting across each other. Mix in some confusion about who was talking to whom about what, whether the numbers being quoted were latitude or longitude, Deity clogging up KC with his complaining, a maximum amount of perversity from Deity and Horse - what would one of our games be without their perversity? - and you have a recipe for a delay.

There's nothing wrong with negotiating boundaries in your turn. As has been said, a boundary will dictate where you move your units if you have moves left.

I just played 30 mins of Civ3 for the first time in a year and on my new PC it runs just fine but I can't stand the game - it is SO irritating!
