This is about general policy, specifically whether I'll be allowed to order certain kinds of terraforming and whether I'll be able to order them without a poll (note: boreholes, if allowed at all, must be polled if I recall correctly):

1) Condensors: No poll necessary, although I'll give you a heads up in the preliminary orders about any I intend to build.

During the election I said I was going to do something like this, so here it is ... btw, even if "allowed" to order certain enhancements, I won't necessary build any of them. In particular I don't intend to build any boreholes, since this is Akiria.
