Corollary question to significance of difficulty

Thank you to all who replied to my first post. As a follow-up: which difficulty gives the most balanced play? i.e. Ignoring player skill, at which difficulty do neither the AI nor the player have any theoretical advantage?

I personally think Librarian offers the best balance. Granted, I don't have a ton of game stats to back up my claim, but back when I used the base governors, automated terraforming and no supply units, I seemed to match up well against the computer using only my superior battle tactics (which were themselves pretty lousy).

i *think* it's talent. at librarian if i recall correctly, the AI gets industry bonuses.

ah. it would seem i've been misinformed
