Adam Smith, Yes. The French were at one time building a nuclear reactor for Saddam that could be used to produce nuclear weapons.
I believe the French, indeed all of Europe, were highly critical of "unilateral" Israeli action to destroy the reactor to prevent Saddam from developing nukes.
What this illustrates is a craven indifference to nuclear weapons proliferation so long as Europe is not directly targeted. And of course, Europe has no apparent concern over the potential use of nuclear weapons against Israel.
