Beauracracy Warnings, 1,2,3

Does anyone know whether the number of drones per new city added past a beauracy limit increases by the times one has past a limit? E.g., after the first limit, one drone per city. After the secondlimit, two per city? After the third, three? Ned

I've always heard it claimed that you do get multiples for the number of times you are past the warning, but cannot confirm myself.
