WASHINGTON -- Saudi Arabia is said to have transferred $500 million to Al Qaida over the past decade.

A report submitted to the United Nations asserts that the Saudi funds represent the most important source of financing for Al Qaida. The study said Riyad, pressured by leading officials, has failed to stop the flow of money to Al Qaida in wake of the Sept. 11, 2001 suicide attacks on New York and Washington.

"One must question the real ability and willingness of the kingdom to exercise any control over the use of religious money in and outside of the country," the report said.

The 34-page report was written by a French investigator at the request of Colombia, which occupies the presidency of the Security Council. Jean- Charles Brisard, the investigator, has long studied the issue of Saudi financing of Islamic insurgency groups.

I knew that SA had paid Al Qaeda in the past, in order to persuade them not to perform terrorist acts on Saudi soil (and by inference, to perform terrorist acts elsewhere), but I was under the impression that that had stopped after 9/11, from pressure by Washington. Guess I was wrong.

Supporting a dictatorial religious state is surely one of the connerstones of US foreign policy. Especaily a state which oppresses women and non muslims(and muslims who aren't the right flavour)

in brussels , belgium there is an embassy from all the gulfstates , in the entrance is a large map , ( gold plated ) that does not show Israel , ....

on the bottom it reads "donated by the royal kingdom of saudi arabia" , .....

well what can you expect from people who still cut other peoples heads and feet , .....

not to mention about the westerners who are still jailed today for suspected involvement of bombings , .....

they are a funny case , ..... on one hand they put jews in jail in the country side , but they leave the jews in the capital alone , ......

if you dont kick them they really leave you alone , .....

maybe its because they are "different" from the rest of the arab world , .....

Hehe. SA is at least as big of a threat to us as Afghanistan. The Taliban were providing Al Qaeda hiding and SA was providing them with funds.

The report was based on affidavits and testimonies that were part of a lawsuit submitted to a U.S. court by the families of victims of the September 11 attack.

The alleged agreement between the Saudis and Al Qaida also stated that bin Laden would not attempt to overthrow the current Saudi regime in return for a Saudi promise that it would ignore requests to extradite Al Qaida members and to close the organization's training camps in Afghanistan. The Saudis, according to the report, also promised to provide oil to the Taliban regime and to bin Laden.

According to the documents, some of which have been made public in the American media over the past few weeks, the agreement was drafted after two secret meetings between the royal family and Taliban and al Qaida leaders, which were attended by bin Laden himself.

The documents, based on private investigations carried out by the families' attorneys and on intelligence information, reveal that the money paid by the Saudi royal family was used by al Qaida to fund training camps in Afghanistan, where the perpetrators of the September 11 attack spent time.

The documents state the names of the Saudi royals who engaged in negotiations with al Qaida, and give details on the way the organization raised its funds, including the names of charity funds and businesses that worked for al Qaida.

According to the documents, the Saudi royal family was concerned that there would be attacks on U.S. targets within the kingdom, and was afraid that al Qaida members, expelled from Sudan to Afghanistan, would try to overthrow the Saudi regime because of its acquiesence to the presence of U.S. forces in its soil.

The first meeting between Saudi princes and businessmen and al Qaida representatives was held in Paris in 1996 and another was held in 1998 in Kandahar, Afghanistan, the paper said.

The second meeting was attended by Saudi Prince Turki al Faisal al-Saud, Taliban leaders, senior Pakistani security officials and bin Laden. Prince al Saud knew bin Laden personally because he was the one who chose bin Laden to organize the Muslim militia that fought to expel the Soviets from Afghanistan.
