Odd behavior from the New Orions
Anyone else seen this happen? Around mid-game the New Orions come out of their system with unstoppable monster fleets of hundreds of ships and start marching through my territory. I think they came out because I started using NBCs, but it doesn't matter. Anyway, they arrive at a system--not my homeworld, just a random system--and blockade forever. They never declare war, even if I destroy their fleet (they just build another one and go to another random system). Even when I'm attacking Orion itself and I start giving their homeworld's surface that nice glassy sheen, they still don't declare war on me. They still don't attack my systems, even with enormous numerical and technilogical odds in their favor. They still do nothing but blockade.

What's the point of putting the NOs in the game if they don't attack?

It is the way most races behave most of the time. That is you can bust planet after planet and they do not decalre War.
Blockade, should not be in effect without a declaration of War IMO. Just like Moo2, no war, no blockade. Well I could accept it if they at least declare an embargo.
