I agree that more flags should be included because there are many nations without state that are not represented in.
It would be nice an effort to give the same rights to those people than everybody has.

The Kurdish people is the largest people without their own country.  They live in Iraq, Turkey and I believe Iran? I'm sure they live other places too, but this is where they mainly live IIRC.

Interesting question. I'd say so. It definitely was until 1921, and I can hardly see that the Finnish takeover meant that the borders of Scandinavia changed.
So while Finland itself isn't a Scandinavian country, it has a toehold in Scandinavia, much as Turkey has that miniscule piece of Europe.
