I misread my reference -- it stated that in 1857, Iowa adopted its current constitution.

Yes, 1846 is the correct year of Iowa becoming a state.

What about capitals that have every flag in the world. Are they being treasonous because the Iraqi flag is flying with all the others?

Former enemy? Does this mean it is treasonous for a state capital to display a British flag with all others?

I think saying that flying a flag of an 'enemy' being treason is ridiculous.
