What's your alignment. If you're an evil empire and they lean towards the good then they'll fight a holy war against you until the bitter end. That's probably why the Red Ball empire refuses to surrender.
If you're going to make peace with a race, check to see who they're allied to. You'll have to make peace with them too if you want the fighting to stop.
You may want to check the treaties page as well. If everyone's allied together but you, you're going to have to grind them all into dust to win.
Oh, and if you're at war with someone and you have an ally, make sure they make peace with your enemy as well or your damned senate will vote you right back in to the front lines the next turn when they see your buddies are still fighting.

I think we all understand the concept of an alliance. So if you have a many race war going and sign a peace with several, the one left will trigger the alliance response.
I think that an alliance should be broken the moment that you sign a peace treaty and your ally does not.
IOW if A signs peace with B and C signs with B, but D does not, all alliances with D are void.
This stops the crap of going right back to war the next turn. This would not happen in a rational world. If you are beating me to death and I accept peace, my allies are going to be mad at me and I am not going to honor my alliance by declaring war the next day, that is insane.
I went to peace because I am no longer capable of war.

It's odd because I thought we were supposed to be able to sit out of direct conflict and provide back end support of our allies instead of taking a direct hand, unless of course our allies are getting demolished and they need us in too. I think it's the Senate that's killing that. Every carefully negotiated peace deal is instantly nullified the next turn because they immediately vote to go to war. I'm only very rarely contacted by a friendly race asking me to honor my alliance.

Do you make peace with all of them or do you try one at a time? Alliances force other civs into fighting together. Cultural domination will spark 'em up, too. Or maybe you're just too damn sexy!!!
