i cant create embassies

I doubleclick on the star nex to the capitals name but nothing happens and ctrl+e just sends a uni scampering off somewhere.. help

At the far bottom right hand corner of the screen beside the small unit stat screen is a row of letters. Click on "E" for "espionage". This will also allow you to establish embassies.

Is the star yellow? (Have you researched writing?)

You will have a white star if another civ has established an embassy in your capital before you research writing.

IIRC Civ3 out of the box (with no patches) has some problems. One of those problems is a rather erratic ability to establish embassies (even if you have the tech). The patch fixed the embassy problem.

If you're playing Play the World, you're using the wrong keyboard shortcut. It's now Shift-E. Ctrl-E just tells a unit to go explore.
