Increase Max City Size

All of my cities have topped out at 61, and show a zero growth rate, even with the best tile and city improvements. How do I get the cities to continue to grow? They seem to have plenty of food.... I have built all buildings, and none of the ones I haven't discovered yet seem to have anything to do with city size.... is there a file to modify or something to give more HMMMF to the AQUA FILTER or other buildings? Other ideas? Thanks!
